Rock Pigeons don’t follow no stinking rules!

Two examples of spray painted stencils that have appeared in my neighborhood lately. Do these work? Do pigeons see this and think ‘oops, no hanging out here, best move on!’. Is there another meaning I am missing? Also, why do it over a Roccapulco sign (though it was an old one)?

FYI our city pigeons are Rock Pigeons:

“Old World species, introduced by original European settlers and now common and widespread. Favors urban settings where food is available, but also seen on farmland.

Hard to miss. A positive benefit to urban Peregrine Falcons.”
